ProZorro helps save Kropivnitsky’s medical institutions
In May and June, medical institutions of Kropyvnytskyi used the “ProZorro” electronic procurements system to announce 41 purchases, 26 of which were completed. Consequently, three open tenders and four purchases below threshold were conducted; 18 reports were provided and one negotiation procedure was held.
“The savings amount to 3% (67 188 UAH.) only for three institutions, namely, the Polyclinic Association of the Kirovograd City, the primary health care centres No. 1 and No.2. About 75% was saved on purchases below threshold. Two primary health care centres conducted 12 purchases of medicines, medical products, and equipment. As a result, 50 748 UAH was saved,” said Alina Loginova, the specialist of the analytics and advocacy department of the Kirovograd regional branch of the All-Ukrainian Network of PLWH.
Among small amounts paid for food, household products, and various medicines, there were also significant purchases. Maternity hospital No. 1 bought diapers for children and adults for 214 000 UAH, and the Centre for primary health care No.1 spent 92 000 UAH on diapers. Conducting purchases below threshold, the Centre for primary health care No.2 bought 1280 test systems for detection of HIV (types 1 and 2) for 28.3 UAH per piece.
On June 23, the Central city hospital signed an agreement with Livigno LLC on the purchase of an X-ray diagnostic system based on the OPERA-T30cs remotely controlled X-ray machine for 3 987 997 UAH (savings of 13 003 UAH according to the “open tenders” procedure with publication in English). In its turn, in June, Polyclinic Association of the Kirovograd City held open tenders and announced FIRMA RESMEDTSENTR LLC as a winner of a tender for the purchase of an X-ray diagnostic (digital) machine for 1,990,200 UAH. The Association already concluded and published the contract on July 7.
The agreement on major repairs of the X-ray room of the in-patient department No. 1 of the Central city hospital for the amount of 522 000 UAH was concluded in May. The repair was planned to be completed on October 10, 2017.
In sum, monitoring specialists note that the city’s healthcare institutions conducted purchases in May and June without significant errors.
